New Massachusetts Driving Rule

Apparently, it is now legal to do the following driving maneuver in Massachusetts: when a car is stopped at the Mass Pike exit ramp, waiting to enter Route 9 eastbound, feel free to blow past said car on the right, going approximately 50 miles an hour, because you don't feel like waiting. Two - two! - drivers did this to me the other day, while I was waiting to enter Route 9 whilst straining to see right-lane traffic, which was partially blocked by a caravan a tree removal-company trucks that were inexplicably stopped on the shoulder (no trees were to be found).
